• ✅ Bisa lihat release page (kalau visibility = public)

Cocok untuk: customer pelapor tiket, klien yang perlu lihat status release saja.

Reporter

• ✅ Bisa lihat semua issues + KB di proyek
• ✅ Bisa create issue baru
• ✅ Bisa comment everywhere
• ❌ Tidak bisa edit issue orang lain
• ❌ Tidak bisa merge/approve

Cocok untuk: internal stakeholder (PM, QA, support agent) yang perlu visibility tapi tidak commit code.
